If you want to lower your advertising costs, I suggest you check out Bid4Spots.com http://www.bid4spots.com/ – a radio advertising auction marketplace where radio stations, some of which in the top 300 markets, offer their remnant advertising spots for sale.

It all depends on the size of your market, how you purchase the units, and how much you intend to advertise. Being a local advertiser it would be fairly easy to negotiate a reduced rate if you run fairly often (e.g. 10+ times a day).
You may want to consider sponsoring traffic or news updates during drive times, you’ll receive an reasonable CPM with an out-of-pocket cost of $100-250 per spot.
If you are planning on running a lot of spots, look in to a local ad agency to make the buy for you. They should be able to negotiate a decent net rate (15% off traditional rates). For their trouble they may charge you 5-7%, either way you will save a little money.
